I went to the guide, read the whole document but was uncomfortable downloading the "Windows Repair All In One " software that looked promising to address my issue.

I probably would have done that if I hadn't found a fix elsewhere. The following instructions fixed the issue. The Windows Firewall is now working again. For others who may want to use this fix but don't want to, or can't get to the site, here are the same instructions I take no credit for developing them, just passing them along. Double-click the Windows Firewall icon from the list displayed.
